In Delimit, when you select 'Save As', all you are doing is saving the currently open file under a different name. The delimitation of the file does not change when you select 'Save As' even if you change the file extension.
To change or to convert your file from one delimitation to some other delimitation, for example from TAB to CSV, you need to use Convert from the top menu.
